Avoidance of the members to become chairman and secretary

We have an apartmenthaving 8 members .All the members become Chairman and Secretary by turn.But now the problem arises . The problem is two memebers who have their turn to become Chairmanand secretary of the apartment are denying to take the posts and other members also not accepting to take these posts because they do not have their trun.What will be be the remedy for this?

Where there is less than 10 flats in building than flat owner shall formed "Association of Apartments Owner" . The affairs is managed by board of manager who is elected by the members of association of apartments owner.The board also elected the president, vice president, secretary and treasurer.
