Infact there is no such necessity, and the couple can call at Registrar of Marriages, file such application with age proof, and after displaying that notice, one can register the marriage with two witness on each side, and documents/photos disclosing such ceremony of marriage.  (Wedding card, Marriage hall, temple certificate, 3 photographs like seven rounds around the ritual fire, sootra dharan, garland exchange).  The costs are bare minimum and certificate will be issued then and there or maximum after one day normally.
