Apartment association not formed in 10 years

It has been 10 years since Deed of Declaration was registered by promoters and no Apartment owners Association is formed.

Who is expected to call meeting, conduct elections and form managing committee, Promoters or apartment owners ?

All owners of Apartment shall convene a meeting to call for establishing "owners welfate association". some owners who are active shall take up and call for meeting and elect not less than 7 members for "Owners Welfare Association" and get be prepared the Byelaws and it shall be registered before the Registrar of Society.

min 7 members are required to form association, memorandum Wil state the name of society, objectives, each member name address,
1. bye laws and
2. memorandum
to be filed with registrar signed by members
