Farm plot - want to know if the seller is a fake or genuine

A seller named "SS. Developers, located at New Cotton Market, Hubli, Karnataka, is selling farm lands and giving the India Non-judiciary E-stamp 2 page document, after paying 25K amount under "Development Cost", The area is 20*40 (black soil). It is located at Shivalli/Hebballi road.

He asked us to pay the remaining 4.5 Lac in EMI and to transfer the amount to his A/C starting August 2019. After payment of the amount, he will be registering the plot on my name.


I just got the e-stamp verified at https://www.shcilestamp.com/,

there is a message saying,

Note: This certificate has been generated 55 days ago.
The status of this certificate is : Not Locked
This is a base certificate.

Point is, How will I know if this seller, S.S. Developers is a genuine guy or a fake.

1.  Appears to be a Land Racket to swindle off money of gullible land buyers.  Verify Title-Owners from Form no. 7x12 and Form no. 6, by procuring them from the local Tahsil office, by giving the plot no. and the village name and other details, as may be required.  This also can be checked online and also obtained by filing an RTI application, to Tahsil Office.
