Rights of married daughter on mothers property

My Mother had 3.5 acres of  agricultural property which was received in 1984(Gift Deed) from my grandfather (mother's father). My grandfather expired in 1996.My mother was alive now. I had two bothers ( 45 Yrs and 42 Yrs) and I am 39 years now. 
1.Who are legal heirs to above property ?
2.Whether She can gift/sale above property without my consent  to any outside person (other than sons and daughters) if she wishes  ?
3. Whether my mother can gift to any one of us (brothers or daughter), if she wishes to do so ?
4.Can I file partition suit on above property when my mother was alive ?

Mother can dispose property as per her will, no consent is required from any children.In case she dies withing any WILL all the children's will be entitled to equal share.

Dear querist, the property is a gifted property of your mother.  so it will treated as her own property and she can disposed the same as she likes and yours consent is not necessary.
