railway act sec. 143

my client is a license holder for selling tickets issued by IRCTC. RPF arrested him and seized computer, mobile, pen drive, and few journey tickets which of back dated (journey has been completed) from his shop.
court released him on bail on the very first day and for seized articles a report was called for from E. O. in which he raised objection and asked for time as the enquiry is in initial stage and hence my prayer has been turned down by the ld. Magistrate.
what can be done? How can I get the seized articles? if my client pleads guilty then the seized articles will be released or not?
plz suggest.
