File a simple complaint before jurisdictional police station on such forcible manner in which your car was taken by neighbors.  Unless you transfer the registration, they can not get any right.

Ask your friend or relative from a distant place and seek information from the Public Information officer as follows:

1. Please inform in what case and connection ............make.................car with Reg. No............................belonging to.........................was kept in Police station.

2. Please provide certified of all such correspondence relating to such parked car in station.
