You have not posted your query.  As per heading of the query, is it understadable?,  However no compulsory registerable document cannot be notarised by a Notary.  And as per Notorial Rules, when the original instrument is in a language  other  than English, any noting or protest or entry in his register which has to be made  in  respect  of the instrument by a notary may be made either in that language or in English. The Notary can draw, attest or certify documents under his official  seal including conveyance of  properties; note  and  certify  the  general transactions relating to negotiable instruments; prepare a Will or other testamentary documents; and prepare and take affidavits for various purposes  for  his notarial acts.
