Can a promissory note be transfered

Respected Sir,

Can a PROMISSORY NOTE be transferred to ANY PERSON like NON-BLOOD RELATED , so that he will file a PRO NOTE CASE and proceed further.

Yes he can transfer it to another but it shud be blank and only signed .

A promissory note is a negotiable instrument and the very purpose of negotiable instrument is transfer.  Consideration is presumption.

Show the document (promisory note) to a local prudent lawyer for better appriciation and guidance, if there is some iota of truth in the statement.
