Time frame

The High Court of Andhra Pradesh gave its final verdict in one case in year 2003. Till date, authorities not filed a revision petition in high court against to the verdict or implement the verdict. Here my doubt " is there any time frame fixed by the law to implement the court order within a specified time or to file a revision petition ". Can the authorities set aside the court orders by not implementing or by doing dishonest efforts and dragging the issue...
