No Objection Certificate

I am a central govt. Servant. I want to apply for a job in my state which have higher pay scale then my current job for which i need noc from my current employer. I have applied for the noc through proper channel. But i have learnt from somewhere that noc will not be issued as there are deficiency in my rank.
My query is that on what conditions my employer refuse to issue NOC.
Kindly also let me know the definition of public interest.

To seek better opportunity is everybody's fundamental right. Further if the employer is denying the NOC there should be some valid reason like may be he want to retain you but declining it arbitrarily is not only bad in fact but also bad in law, especially when the employer pertains to a Government organization. May you please escalte this issue to his higher level and seek his intervention.

Aside, public interest means which is not prejudicial to the public. It has a very broad sense.
