Discrimination for grant default bail u/s 167 crpc

According section 167 Crpc 90 days limitation for sumbitting charge sheet before court when accused in judicial custody in investigation relates an offence punishable with not less than ten years. Amazingly in the Investigation related in bribe red handed trap case u/s 7/13 though punishment is amended in 2015 amendment upto ten years.But  BY ORDER in 1. SLP(CRL) NO. 2009 OF 2017 & 2. SLP(CRL) NO.2176 0F 2017  in this sections  accused will be entitled to grant of default bail after 60 days in case charge-sheet is not filed. Though it is the matter of Supreme Court Judgement but  it seems Unconstitutional or not .Want to know the opinion of Learned Forum Members.  Why so soft corner against corrupt Public Servant ?   Anand Mohan Pathak Mob. 09450935265  Kanpur UP
