Living in illicit relationship does not affect the status of wife in the legal sence.  But she can move the court if she wishes so on the ground of adultary.  If he marries the other woman the criminal law will start to roll because he has commited bigamy.

As regards your second opinion about delay in settlement of cases, the problem is not with the judges, most of them are disposing cases to the maximumm of their capacity.  There should be parelal dispute redressal mechanism such as Locadalath, Mediation etc. else increase the number of judges in each area.  Remember that "justice delayed is justice denied but at the same time justice hurried is justice buried."
