Regisration under Motor Vehicle Act

We want to work as Goods Transport Agency, having strategic partnership with the Transport Companies. Is it necessary for us to register under Motor Vehicle Act? The LR will be issued by us (thro' our strategic partner). In case of any theft/burgalary/fire, the insurance company will try to recover the claim amount from us. Can we transfer this amount to our strategic partners? If yes, how it is to be done or documented in the Agreement?

In my opinion it is not necessary to register under the motor vehicle act, because you will be an agent of the transport company.  You are the only agent, for agency you would get commission.

You have to make an agreement with the company that in case of theft etc., company will have to pay if the insurance company tries to claim it.

,all responsibility are on owner of vehicle i.e. used in tranport busi. need necessary to make policy for any accident in future
