respected expert, my mother purchase a land in 2014,we have all documents like sale deed,index 2,but when we go to talathi office they said the older owner should be present at the time of 7/12 registration,as the older owner has already given us all document of that land....what should we do?is there any rule that older owner should be present at talathi office for 7/12 registration?

No, there's no such rule! You are the owner now and you should submit an application for 7/12 registration in your name.
