I am not getting my reliving letter and experience letter

I Was Working In A Software Company From 3rd Nov 2011 - 22nd Oct 2014. I Have Served My 3 Months Notice Period From 25nd Aug 2014 - 22nd Oct 2014. After Completion Of 45 Days I Was Supposed To Get My 3 Months Salary, My One Month Salary Cheque Which Company Had Taken In Case If The Employee Doesn't Serve His Notice, Relieving Letter, Experience Letter, 3 Years Salary Slip, Promotion Letter, Increment Letter And Form 16. I Got My Salary After 45 Days But Not My Documents. I Called My Boss To Ask When I Can Come To Collect My Documents So He Replied That I Won't Be Getting My Documents Unless He Gets Payment From One Of My Colleague Who Has Joined My Company Without Serving His Notice. I Told Him That He Can't Do This As I Have Served My 3 Months Notice. On This He Replied Its My Company And I Can Do What Ever I Want. He Has Done The Same With 3 Other Employees.

What Can I Do To Get My Documents. Please Help, As I Don't Want To Leave My 3 Years Experience Letter.
