Procedure regarding P.I.L.

Sir, Pl.suggest the procedure of filing P.I.L. in H.C. and S.C. , answer lile how,when,where, whom to address and how many set of copies required , submit personally or via post, fees etc. , will I put any personal issue which affects the whole community of labourers and how can I know that the issue put before the court is accepted for prociding Regards Narendra
