Copyright registration office is in new delhi only.  You have to register there only.

Photographs can be registered.  You can contact the copyright office, they will tell you the procedure how to register it.

Registration is not mandatory / compulsory under copyright law.  Even a unregistered person can sue for infringement against another person if he is able to show and prove that he is the original author of the work and the work belongs to him.  The situation applies for all artistic/photographic works.
