Transfer of flat in sra building

Hello Experts,

My cousin sister purchased a flat in a SRA bulding in 2007 while the lock in period of 10 yrs just got over this year. She had purchased it from a allotee with sale deed, POA etc.

Recently was informed on SRA biometric check, wherein she presented the sale deed to the representatives as the other people in the complex who had purchased flats from original allotees.(Since the original allotee no longer stays in Mumbai)

They mentioned on a stamp duty & transfer fees to be paid which would be notified by SRA.

I just wanted to unnderstand this process and whether the procedure followed by my sister & other people is correct?

so she buy 5 months before and that owner was 1,2, or 3.

i am also planning to buy sra building .did she finish registartion.
