The observationas of Bombay HC, as reported, could be of guidance in this context:

" Though no religion permits the breaking of laws, a flagrant violation of noise pollution rules still continue in the name of religion, the Bombay high court said on Wednesday. The observation came while the division bench of Justice Abhay Oka and Justice Amjad Sayed were ruling on several petitions raising concerns over the increasing noise pollution and lack of enforcement of Noise Pollution Rules,2000. “Notwithstanding several detailed orders by this court, there is large-scale violation of Noise Pollution Rules, especially during religious festivals,” said the bench. Reiterating that these rules were applicable to all religions, the court said that noise rules were violated with impunity during political rallies and meetings. “Despite court orders, the state government has not taken any steps to enforce the rules,” said the bench, adding, “There is complete neglect in this regard. Perhaps the executive is not supported by their political bosses.” “We are a secular state,” said the judges. “In a state like Maharashtra, which has had eminent freedom fighters, philosophers and national leaders,the interim orders of the court ought to have been implemented,” they said, adding, “It is unfortunate that in this progressive state, home of the father of the Constitution, this court has to spend time enforcing Noise Pollution Rules and protecting the fundamental rights of citizens.” One of the Public Interest Litigations (PILs) had been filed by Thane-based activist, Dr. Mahesh Bedekar. He complained that rules were not complied with during festivals such as Ganeshotsav, Navratri and Dahi Handi. He added that there was a lack of action by authorities, even if complaints were lodged. Other PILs detailed noise pollution emanating from vehicular traffic, horns, noise crackers and the public celebration of religious festivals. The bench said it will continue its judgment on Thursday."

By the way, why take this to all that nuisance, having tried these things, it is strongly felt that switching to stereo speaker & even trying the technique of distributing the sound load (Multiple units of small capacity & using them at multiple locations, one at location-1, another at location-2 etc) & perhaps training the boy/s on the controls & etiquettes will be enough.

PA (Public Address) System design allows speakers of multiple capacity (25W, 40W, 100W etc).

 

Further, systems have also been designed to have sets of multiple speakers i.e. 5 speakers of 25W, 3 speakers of 40W, 3 speakers of 100W etc. People could then decide which speaker to locate where.

 

Further, the PA systems can be configured for various settings & they have remote controls too. Then on, every speaker is congifurable & have remote control too.

 

If there is some deisgn engineer amongst the bhaktas, then, the system can be further tailored to custom specific needs & even assembled if costs etc are constraints!

Sophisticated design with Programmable ( Embedded ) devices enable set various dB level at different time of the day. The setting could be the least dB (Decibel) between say 10 PM & 6 AM.

2. Sound waves produce reflections (echo).

3. They reach definite distance.

4. The intensity diminishes with distance.

5. Different sources operate at different frequencies, pitch etc.

6. This is a residential area. Thus, apart from buildings, movables & temporary structures, it would have plants. The surfaces will be different at different poinst of the year. Reflections will occur from multiple sources & will be different at different points.

7. Stereo technology bifurcates the sound into different channels/components. It uses two or more independent audio channels through a configuration of two or more loudspeakers & creates the impression of sound heard from various directions.

             Next, stereo technology varies the relative amplitude of the signal sent to each speaker. This creates an artificial direction (relative to the listener). Unlike the mono speakers, this gives soothing effect.

8. Now, it be appreciated that while the different sounds / frequencies get seperated out & timed differently in the Stereo technology, the reflected waves collide with one another & considerable % of the waves die down.

9. The sound in itself is absolutely different for the same sound source in the mono V/s stereo technology (meaning the PA system & the speakers need be stereo).

 

                ALL IN ALL, THE ISSUE WILL BE SOLVED VERY VERY WELL BY THE ELECTRONICS / SOUND ENGINEERS / COMPANIES & THE DB, TIME ETC BE SPECIFIED TO THEM. If custom specific design is needed, the design engineer/s may even be taken to the spot. (Other aspects have already been briefed).

Rest assured the best has been adviced. Cost will NOT be skyrocketing & probably be less than / pare the cost of litigation. Still, this is not the last word. One goes & does something too big; then the above calculation will all go haywire. It will all depend on what the stakeholders decide, choose.

 

Off the shelf, low end commercial solutions (boxes off the rack) would be very much cost affordable, may not cater to all the desirable parameters; BUT DEFINITELY vouch the above cost estimation.

 

However, the choice may be on more & more sophistications. The more the features, sophistications one desires, more the complex the design would be, more the remote for off the rack items & thus will increase the cost. Cost of ‘Blue tooth option’ that has been suggested could be upwards of Rs. 3 Lakhs! One DJ alone costs Rs 2,10,000 (https://www.snapdeal.com/products/musical-instruments-dj-equipment?sort=plrty). This is not the end. This is just the DJ. It will need that many number of high quality speakers, mics, chords, power equipments etc etc. Only then, it will be ready/able to deliver it to the end users. All come with more & more facilities too. THUS, MUCH DEPENDS ON THE DEMOCRATIC DECISION OF THE STAKE HOLDERS. Be sure the whole exercise will be very very educative, very very satisfying.

 

Be sure that all the activities involved: Organizing money for the cause, shopping etc etc would be very very gratifying.

 

All said & done, the issue is like this:  One has an issue. The options are go to the father or to brother. If one opts the brother over the father, the apple could be had AND eaten too. If the matter reaches the father, the apple could be had OR eaten. Where are you, with the brother or the father?

 

The stakeholders could have the music & decide not to care even a damn if they are busy/not in mood, AT EVERY INSTANCE IF THE  CONSIDERED ADVICE IS HEEDED. What better!
