insolvency petition

I would like to file an insolvency petition, and I approached a lawyer too. He was lazy and horrible hence I fired him. But he is not giving us the money which we had given him to pay for court fee. He is straight away telling us on our face that he wont give us the money and we can't do anything about it. Please help
