Dispute with neighbour well.

I am resident of chennai, near by my house there is a very big well 50 meters diameter. Its in very critcal and alarmic situation where its outer walls fell inside the well. REcently one side of my compound wall fell inside the well. We are telling the owner for the past 5 years to do maintanence or close the well imeediately. But he is not listening these. Next any time my house can go inside the well. This was a agriculture area 15 years back and now the owner himself has sold his lands and many independent houses surrounding the well. He is planning to illeagally pump out water and purify it and sell it illegaly, thats the reason he is still not closing the well. I have Raised 2 CM Cell Petition for closing the well and 1 Collectors Cell Petion and recently 1 Petion in Human rights commission. Owner is a local goon and people (Area association and counselor) are afraid to speak to him . Please advice what should i do further.
