I want to enforce Department of Housing and Environment GoCG to file complain u/s 19(a) against Project Proponent CSPGCL for Construction of Residential Colony without obtaining prior environment clearance from Regulatory Authority SEIAA which is nothing but violation of EP Act 1986, EIA Notifications 2006 in case Department of Housing and Environment GoCG do not initiate a credible action against violation i want to file complain u/s 19(b).
M/S CSPGCL has violated Air (Prevation and Control of Pollution) Act & Water (Prevation and Control of Pollution) Act by Lighting up Units of 500 MW without obtaining Consent to Operate from Chhattisgarh Environment Conservation Board which is nothing but a violation punishable under section 15 of EP Act 1986. please guide how to force State Govt to file complain u/s 19(a) or file complain self u/s 19(b). Kindly provide format and procedure.
