Fir not filed for 19 years on ipc sec 406,409&420

I here by in need of the answer for Ipc sec 406, 409 and 420 that for a long standing of 19 years chargesheet not filed due to the police stations jurisdiction limitations  are changed and their is no cd file with the police, what is the suggestions are to be made to file an opinion regarding this case, please do notify through mail reply
