Can a writ be file in hc against the order of registrar sc

Can i file a writ of prohibition or certiorari in the high court against the  order of registrar of the supreme court which is not covered under the supreme Court Rules whereas his order violates the guidelines of supreme court

why not. you can file the writ for the violation of your fundamental right against any person. If the order is violeting your fundamental right. Registrar of the Supreme court is not an exception.
