Dear Sir,
What time line should be considered as appropriate , for the Prosecution to start the trial under 375 of IPC.
I am referring it with the total time lapsed for around 16 years.
Should the WP under Article 21, before the HC would be the right remedy to exercise or else ?

yes, filing writ petition for speedy trial is best option.
