There are local laws and regulations as to digging up of borewell. You may also take up the matter with the Revenue as well as Municipal Authorities. You also have the option to take up the matter with the District/Taluka Legal Services Authority (Adalat functioning in the local court).

You can also send a legal notice and/or initiate a civil action. But such a course could involve substantial expense.
