Purchase sra flat (transfeer fees)

Wish to purchase an SRA flat which was purchased by my friend from the original owner to whom the flat was allotted by the SRA.

The flat now belongs to my friend (registered in his name). Society is formed and 10 years have passed.

My question is my friend while purchasing the flat paid stamp duty, registration and MHADA (One Lakh Rupees) as a transfer.

Now, do I have to again pay MHADA for the transfer of title to my name?

Tried searching online and asked a couple of agents with mixed answers.

Kindly clarify.

Isn't the flat "Private" now? Since transfer fees have already been paid? Is MHADA entitled to a fee on every flat transfer?

Any way to convert it into a private flat?
