No is the answer. This is quiet a common practice.

For confirmation file RTI Application to that University and seek information as to whether there is any bar in publishing old year question papers as rules from University to University may differ and for to be on a safer side.  To circumvent the bars even if there are several ways and writing that question and stating within brackets the month, year and university's name and then providing answers may not come as a violation of copyright if any.

I am afraid, such an RTI application would only be counterproductive; it may result in waking up issues that are dormant or taken for granted. 

Is it not proper to take proper precautions before commencing a venture?  There are innumerable ways to circumvent any legal clauses in a legal manner.

1. Publishing available QUESTION and  "YOUR"   ANSWERS to the same, for commercial purposes is not any type of offence, whatsoever & whichsoever.

2. IF you print or sell original Past /Future Govt. question paper, THEN you will be prosecuted for offences against Govt.  Further no permission, of any kind is available for this.

a question paper is an original literary work, and as such embodies a copyright in the author of the question paper. this has been reiterated by the courts in a number of judgments.

the same question paper can be used by you if you give proper credits to them. and also, section 52(1)(h)(i) provides that a literary work can be reproduced by a teacher or pupil in the course if instruction.

If the examiner (government in this case) has not collected the question paper it can be published with proposed/ suggested answers which do not attract infringment of copy rights of author.

If the examiner has taken the question papers with answer-sheet of examinee, the question paper can not be published.
