can the state conduct local elections by exceeding 50% reservations?

Recently most of the states are conducting elections by exceeding 50% reservations. this can leads to violative of apex court guid lines. how the states justify their action?

File RTI Application seeking information on such decision/justification by Govt., for exceeding SC guidelines and exceeding quota.. Get all the information in form of certified copies and complain to Election Commissioner, and if you can afford file PIL or Writ through competent Advocate.
