Car dealer not interested in applying car rc..

I have bought demo car 3 months back from authorized dealer. Dealer has given me invoice, insurance, Extended warranty, Temporary number & road tax certificate( on invoice value & not Ex-showroom price ). I have called/visited dealer several times but dealer is not interested in Registering Car with RTO agencies ( May be he is not having all documents or road tax is paid on invoice value and not ex-showroom price) . I have filed complaint with car manufacturer also but there is not much progress. What are the options available with me so that I can get my Car RC ?

Just issue Legal Notice to him or simply file the consumer complaint .

1. You can file a Police FIR, requesting investigation and charge-sheet, for offences like cheating, intimidation, fraud, breach of trust etc.... against the person, supported with all relevant supporting documents. 

2.  IF the Police does not take action, THEN you can file private criminal case u/s 156(3) Cr.P.C., in the local Magistrates court, seeking directions to the Police to investigate and file charge sheet.  The said Person may come down for settlement.
