Yes. if you intended marriage notice before the Registrar of Marriages, he shall send notices to the addresses given by the parties, for affix notice panchayat/Municipality and Tahsildar offices.

It is best to drop the matter of marriage. When girl is not matured enough marriage will lead to disaster. Taking police help and getting married is the worst thing any one can do to self.

Get the marriage performed in ARYA SAMAJ or some other temple which is approved for giving such certificate.
