Regarding deactivation of my Vodafone mobile number 7045524912. which never worked

In spite of numerous calls to Vodafone help lines and confirmation of cancellation of the said No 7045524912. which never worked, as there is no signal at my home, 11, Laud Mansion, 21, M. Karve Rd., Mumbai- 400004.
However, I am still receiving bills for the same.
I intend to lodge a complaint of harassment and intentional fraud with VP Rd police station.
Can you help me in this matter
