Play school vs day car approval from education department

Dear Sir, recently Tamilnadu government passed a G.O. 206 dated 29-12-2015 education department. Play school / Pre school / kider garden/ any informal education to children from 1 1/2 years to 5 years had been strictly instructed to apply for proper approval fro conserned District Elementry Educational Officer.

My query :

1) Does Day Care institution wants to get approval from DEEEO or not ?

Is the GO based on any legal enactment?

Thanks for an early reply. Dear sir, I m not aware of any legal enactment. Up to knowledge Tamilnadu Government passed in Gazzettee no 256 date 29-10-2015.
