Leave and license agreement

Hi All,

I just want to know if Nominal Membership Form 11/29 is a required or not for 11 month rental agreement.

Building secretary asked me for these forms and said that agreement is incomplete without these. So can anyone please help me here. I just dont understand the need of making my Licensee the nominee for my room. Hence the query.
