In order to be specific one needs to have a look at the valuation report itself.  But attack must be on his qualification - if he is professional enough educated to do the valuation.  How many valuations reports he had submitted to authorities and if any one of them has ever been accepted.  I would also ask, if he has visited the property.  Ask him if he knows the description of the property.  what is the basis of his valuation? When was the property built? What is the cost of land? How has he take the land rates? What is cost of Index?  You must certainly give him the suggestion that the valuation report has been concocted and is not based on the true facts or description of the property!
