My brother-in-law is evil ,he is using my mother and I am helpless in terms of law.

what kind of laws we have.

Root cause = BIL.

ur wife can file Domestic violence against him.

she can ask for restraining order against BIL - from entering ur home.

or even yourself, being the owner of the house, get such restraining order against the BIL.

but before that;  try convince the BIL not to interfere in ur family.

Lock the rooms (or rent it out) except mother's room and rent a new place and move there with wife.Your house , you can do anything.

Elder people should behave elderly.Your mother has no right to break your peace for the only reason she is your mother.you and your wife has right to live peacefully.First you are a human being then your mother's son.
