Yes on the basis of informant (MUKHBIR), police can do so.

yes police can file a F.I.R. once some one gone to police station and made statement about to file a F.I.R. then firstly police will file it  and then they will make inquiry about veracity of statement or F.I.R.

I think Advocate dinesh is absolutely right in this matter...the 1st duty of police is to 1st register F.I.R and later enquire...
