There is no explosive act in the year 2008. It is Explosive rules 2008.

This rules are framed in exercise of the powers conferred by section 5 and 7 of the explosive act 1884.

There are many classifications for explosives and generally nobody can possess explosives of any quantity. In order to make the possession legal, lisence from the competant authority is necessary. If you mean crackers, there are some exeptions. Go through the act and rules for clarifications.
