Can anyone register fir in case public property theft

there was an public ground water hand pump at road side in our mohalla(colony) but a person has removed that water hand pump from there to make a space for parking his car. he  also connected his home water supply pipe to the public ground water pump pipe at the time when the ground water pump was being installed by giving some money to the contractor .

can anyone directly register fir against him for theft of public ground water pump. or we have to make a complaint to the concerned authority and it is up to the wish of that public authority that he may or may not get the a case registered against him.

any person can directly lodge fir on theft of public property.
