Welfare Officer in UP

If the workers strenght in the Factory is 500 or more, then Welfare Officer is to be appointed as per UP Welfare Officer Rule 1955...after some time, if the workers stength goes down well, say 400, whether the statutory position of 'welfare officer' can be withdrawn and relieved from the factory?  The rule does not stipulate on this...can anyone advise me with judgement, please....
