Vehicle purchase in union territory

Hi

I have a question regarding the registration and/or purchase of vehicles in Union territories vs other cities.

The vehicle cost(with registrration) is low in UT when compared to cities. I want to know if there are any disadvantages to buy a vehicle in Pondicherry if I am going to use it in other parts of Tamil nadu and Andhra Pradesh. I know I would have to take a NOC certificate in that state I am using the vehicle but still I believe it will be cheap.

Please suggest if I can safely and profitably buy the vehicle in Pondy.
