Vat on flat in mumbai, to be registered now

hello,

I have purchased two flats in Mumbai.

1. One of the flats is registered in April 2010, Do i have to pay VAT on the purchase of this Flat.

2. Second flat's payment has been started abt 1.5 yrars ago, but it was not registered. Now i am going for registration, do i have to pay VAT for this flat?

3. I argued with my builder that i dont have to pay VAT as per SC recent ruling on VAT to be paid by Builders, he asked me to bring a GR copy of this verdict to exempt me the VAT.

Please advice on this above noted issues.
