Unregister agreement to agreement to sell

Hi ,

We bought a property in Delhi around 4 -5 years ago. The Property were sold around 4-5 times.

Now we want to get to freehold .

We submit the documents at  DDA office for freehold.

We received a letter from DDA with an objection  that one of the old Agreement to Sell is not REGISTERED dated NOV 2002.

Queries

1:- Now what is procedure to get it freehold ?

2:-Can we get it registered now , if yes how ?  will it be OK for DDA?
