U.s.lottery tickets with indian credit card

I am sorry if this is not the correct area to post.
But, as I am not sure, I am posting here.

Is buying US lottery tickets online, using Indian credit card a crime?
Means the person will be prosecuted under some sections?

Or, simply the user SHOULD not buy them at all.
If buy, will the person be prosecuted under any sections (IPC or some other law) ?

In the Credit Card usage Terms:
"Credit card cannot be used for purchase of prohibited items like lottery tickets or participation in sweepstakes."

As per FEMA there are seven current acount transactions which are prohibited/banned...Remittanes for Lotteries, football stakes, prohibited magazines and a few others are among them.... If you use your credit card for lottery tickets you are contraveneing the FEMA regulations... RBI can impose penalty or refer to Directorate of Enforcement
