To whom and how written statement is handed over?

I have a small property dispute in court where i am one of many defendants. I have already prepared a good written statement in response to plaint/suit matter to the best of my ability. On the court date to which the purpose of hearing is "written statement". so to "whom" and "how" should i file it ?

Whether providing the written statement to other parties required in a suit ?

YES, It is required to be submitted to the other side. Better to serve in Court to avoid Proof of service.

If you have not engaged an advocate and appearing in party in person, you can file the Written Statement in the registry after copies to other parties and getting it endorsed in the Original. It is better you take the assistance of an advocate clerk.
