To register a property from poa (ghaziabad)

Hello, There is a GDA (Ghaziabad developement authority) flat on the name of Mr. Y, which was sold on a registered POA in 1992. They have tried to find the allottee but were failed as it has been more than 20 years. Now, Mr. y wants to register the property on his wife's name. Please guide them how they can get the flat registered in Ghaziabad. Thanks,
