Can a BUILDER {Chief Promoter} CONDUCT the FIRST GENERAL BODY MEETING , Handover Maintenance & other Rights of Co-op Housing Society to the PROVISIONAL MANAGING COMMITTEE (constituted) in the FIRST GENERAL BODY MEETING called for by the BUILDER "Chief Promoter" as per the SUBJECT'S ( AGENDA ) CHOSEN or MENTIONED in the NOTICE even if QUORUM is not there ?
