Supreme Court in its order dated 23.4.2015 has held that Tribunal is a quasi-judicial authority and not a court. Limitation Act applies only to courts and not to Tribunals:

Please read the order again. This order is not path breaking. It allowed rules made to procedural laws act retrospectivly. Limitation continues to exist but may change as per the rules.
