Sucession

Is there any fee for getting Succession certificate from the courts. I was told there is a 10% charge of the asset value to get the succession certificate.?

First, you'll have to file a petition in the district court within the jurisdiction of which the deceased resided, for which you will have to pay just a nominal fee. 

If and when the court passes the decree, you will have to pay the requisite stamp duty to finally issue the certification, failing which the certificate will become inoperative. Stamp duty varies from state to state, and could be substantial. It would be prudent for you to get in touch with one of the state's advocates.
